In 1920, there was a call for a memorial in the town – either as an extension to the Victoria Hospital or in the form of an obelisk. However, funds were short and attempts at raising money met with a ‘miserable response.’ Fortunately, the bequest of former Mayor Caleb Thornber provided the finance to build a permanent memorial in the tranquillity of Towneley Park.
